In your first question I think if you change the IP address in your same subnet it's may not case any problem but I don't know what other service is running that server. like if you have Ipsec VPN then you have to change the configuration. So it's depends on your service..
You second question answer is, it is possible to access one server in different Global location with MPLS network connection.
